The problem with vehicle theft on most servers is that it is instantaneous and unstructured: a player hotwires something, drives off, and nothing else happens. Boosting turns it into work with a queue, a contract, a search, a delivery and a paper trail, which is what makes it something a criminal faction can organise around rather than a thing individuals do while bored.

How it runs: join the queue, receive a contract naming a vehicle and an area, find it, take it, deliver it to the dealer. The search area is deliberately large and awkward, so finding the target is a real part of the job rather than a formality.

Why the search matters

It is the design decision that makes the loop survive repetition. A boost is not a button, it is twenty minutes of driving, looking and being visible to police while doing it. That holds up during off-peak hours when there are not enough players online for a heist, which is exactly when most servers have nothing to offer.
